Brothers and Sisters,
I hope this article finds you working and preparing to send the kids back to school. Work has started to slow down a little as most of the summer schoolwork is coming to an end. If you are not working, please make sure to call the office and put your name on the Out of Work List. If you’re an apprentice, we can send you out to fill a DAS-142 request. The new STARs schedule is out, and we are trying to fill a Skills Practice Class on August 23rd, if you are interested, please let me know. The floor covering classes in Sacramento have not been well attended. If we don’t participate in the classes, they will offer less classes in Sacramento.
On August 6, 2025, the District Council 16 bylaws vote passed again—this time with an even more decisive 76% YES vote, a strong increase from the 64% approval in the first vote. This result sends a message that our members have spoken, and their voice is being heard loud and clear. This vote was a critical step in shaping the future of our union. The increased support shows growing unity, purpose, and clarity among the membership about the direction we want to move in. The approval of these bylaws reflects the will of the body and sets the foundation on how we move forward as a union, both as Local 1237 and District Council 16.
Member Profile – Jimmy Lugo
Jimmy Lugo has been a member of DC16 for a total of 12 years and has been with Local 1237 for over a year. Jimmy and his older brother Francisco both started in Local 12 and eventually both moved closer to the Sacramento area. His brother got him into the trade and the union and taught him to be respectful to others, be on time, and take pride in his work. During his apprenticeship he learned all sides of trade and credits his brother Francisco and Robert Ringor with teaching him how to be consistent with his work, be the best installer he can be, and both were patient with him. Jimmy is currently working for BT Mancini in Sacramento but in the past has worked for West Valley Carpets and Welker Brothers. What Jimmy likes the most about floor covering is being able to see a project from start to finish.
He is currently working at Nicholas Elementary and when I visited the jobsite he was working in the multi-purpose room. He said that this was one of his favorite projects and was very pleased when the school district came out and recognized the work they have performed and thanked them for all their hard work to make their school beautiful again. When Jimmy isn’t working he and his wife Monique are raising their 8 kids Jimmy, Joe, Jacob, Jazlene, Jaliyah, Jalissa, Nathaniel, and John Paul. He also likes to go boating and camping while spending time with his family. Jimmy is always surrounded by family even when he is at work, his brother-in-law Rolando Lopez, nephews Rolando Lopez Jr, and Francisco Montez are also in the trade. When asked what advice he had for someone who is considering joining the floor covering trade, he said, “get in as soon as you can and start learning the trade and earn your skills”. Jimmy wants to some day be a leadman or an instructor to pass on what he has learned over the years and to keep our trade moving forward. In the short time I have known Jimmy I can say that he is a hard worker and is very skilled, detail oriented, and a true family man.
