DC16 Out-of-Work List Policy

  • Any one searching for work shall call in or place their name in person or over the phone on the OWL on the first working day of each month, during normal office hours. If the person was on the previous month’s list, and they call in on the first day of the month or place their name personally on the OWL, they will retain their number on the previous month’s list, or move up if others did not call in by end of the business day. If they do not call, they will be removed from the list. All names will be placed on the list in order they were received after the reconciliation of the previous month’s list of names.
  • When a manpower call is placed in accordance with the applicable CBA, OWL users will be referred from the top of the list down. If a user is not reachable within 15 minutes of the call or refuses the project, it shall be noted on the OWL.
  • OWL users may seek their own job and Employers may have referred to them any applicant, who is registered on the Local Union’s OWL, by submitting a written request by name to the Local Union.
  • All OWL users shall show respect to the dispatchers. Threats or abuse will not be tolerated.
