What Is A PLA?

A Project Labor Agreement (PLA) is a pre-hire agreement that lays out the ground rules before a construction project gets underway. Negotiated between the project owner or contractor and the building trades unions, a PLA establishes wages, benefits, work rules, and working conditions for everyone covered on the job. The goal is to keep the project running smoothly by creating a clear framework for labor, helping reduce disputes, and keeping the workforce focused on getting the job done safely and on schedule. For union construction workers, PLAs provide more than just a contract, they create stability. They create consistent job opportunities for union members on large-scale construction projects, allowing tradespeople to stay focused on building quality work rather than worrying about labor disputes or interruptions, which ultimately keeps our brothers and sisters working.
