Joe ha participado en el sindicato en casi todos los niveles. Se uni\u00f3 al sindicato como aprendiz en 1995 y, un par de a\u00f1os despu\u00e9s, fue elegido secretario de actas del Local 169. En 2003, Joe se convirti\u00f3 en organizador del Local 169 y, en 2012, en representante comercial. Posteriormente, abri\u00f3 un taller de vidrier\u00eda donde trabaj\u00f3 como miembro contratista hasta su jubilaci\u00f3n en 2023.
